This can be caused with a sticky tape jamming the capstan spindle from turning, however the fact that you say there isn't a tape in the device can indicate that the capstan itself has possibly developed a defect, if you can manage it try giving the capstan spindle / roller a slight turn to make sure it hasnt stuck. One of the first things to try is to remove the battery for about five minutes and see if the situation is still the same after this, unfortunately though chances are its very likely to be the same.
