If its established that no fault exists with the actual charger or the power supply lead to it, then it strongly suggests that the camcorders internal fuse associated with the charging circuit has blown. This will require the camcorder case to be separated to gain access to the board where the fuse is located, the item referred to being a special miniature soldered in device.
