It is simply a "blanket type" term used to say that the CPU has shut the system down because a fault has been detected somewhere in the system. It is most difficult to diagnose what area a fault may be located in with only the "safeguard mode" showing, but thankfully in most cases it is also accompanied by some other sign like an "error code number" or "condensation" warning etc.
