I had experienced the exact same problem a couple of weeks ago, after downloading Sonic Stage version 4.0.
Could you pls let me know if you can find a solution?
I have, similar to you, Windows XP with Service Pack 2.

Hi, I was having the same problem with Sonic Stage 4, I´m using a SONY WALKMAN, XP pro and SP 2, according to the details you can read on error message, the error is when Sonic Stage try to connect to a remote IP, then the program stuck due to the process, i fixed the problem disconnecting my internet connection and running the program without connection. The program works more than great that way. Try and let us know if it worked for you.
