Sometimes that fuse pops if, or as, the CCD develops a problem,(as well as for other reasons of course!). The silver paint referred to would represent a fuse value "grossly" in excess of whats used, these ranging from .2amps (200ma) to 1.6 amps, so "if" you managed to get the camcorder working it can be considered extremely lucky as there was a high danger of blowing a main IC, something which would make the camcorder an uneconomical repair due to the sheer cost of replacing the complete PCB.
