Start Up Problem

My Onida TV KY Thunder 29", has start up problem. When switched on the picture appears and goes off. This action continues for 15minutes, after that the TV functions normaly. But once swithched off again it will take 15minutes to work normaly. Can any one recommend me a good Onida/TV technician. My location is Chembur, Trombay.
