No picture but sound

Hi I have a 32inch JVC LCD TV can anyone help I turn it on and the screen is black I have sound but there are two lines on the screen one red and one green. I can not turn the TV off by the button and the AV does not work. I have checked all the wires and everything is OK. The TV is five years old just want to know whether it is worth repairing or just bying a new one?
