bvw-75 error-20 message

we have an older bvw-75 that has an error-20 message display and the tape carriage won't reset itself when powered up. additionally we just replaced the threading ring drive belt as well as the elevator motor drive belt. can someone de-code the message and suggest a fix for the problem?
