Picture doesn't display until TV warms up.

I have a JVC model AV-36850 television. When I turn it on a thin (approx 1/4 inch high)horizontal picture line appears across the center of the tube. After 5 to 8 minutes the whole screen finally displays. What is going bad and can I repair it myself?
