JVC AV-27020 television that displays a thin horizontal line in the center of the screen - What the cause of it?

All it's perfect except this deflection trouble: a thin bright line in the center of the screen!

Usually, in the most cases I have encountered about this deflection trouble, it was a defective electrolytic 100 volt capacitor in the deflection circuit. But for this JVC, I noticed that all of these (2) electrolytic capacitors have only loss about one microfarad under the real value! I think that's not enough to cause this trouble. What is this? The LA7832 IC? Which situation in the deflection circuit should cause this deflection problem?
