auto programming

When I attempt to auto program my JVC C 13811 for cable channels, it seems to " see " all 72 channels during the first cycle through programming but when it goes through the second cycle they aren't there. To clarify, I see all the channels the first cycle , then the tv does not seem to pick them up and stops at ch 21. Suggestions ?
