Do I have a bad power relay? DEC relay, 12vdc, type DH1U, TV-5, X21. What is Sony PN?

When I turn on the TV the relay clicks in and out about once a second. I cleaned the chassis, removed the de gauss/ pwr supply board (G), crow barred the output (nothing) removed crowbar. Now the TV will stay on when warm but cycles at 1~HZ during warm up. Given an avionics "tap" things get better. TV remains "on" after ~5 mins. What gives? Bad relay or drawing too much power???
