The most likely reason for this is that a fault has developed which is causing the power supply to temporarily shut down for safety reasons, then once it does the fault clears only to be detected again on power up, then it goes through the process again. It requires proper investigation, as if you leave it going through that process for any length of time its liable to end up in an expensive disaster.
