E-03 on a JVC camcorder is a warning that the cassette take up spindle is not turning properly, the most usual reason for this being that the tape is wound on too tightly or that it is just generally sluggish in its casing, so trying another cassette is always the first thing to do. If the camcorder hasnt been used for a while load the tape and rewind it from end to end as that frees the mechanism up, as plastic parts are liable to stick together if not moved for an extended time.
