I strongly advise you "NOT" to attempt to touch anything inside the TV as its rather obvious that you aren't acquaint with TV set innards which contain some very high voltages, with these lingering for quite a considerable time after switch off. This advice particularly poignant as the problem you mention will most likely be in the high voltage power circuity areas of either the time bases or power supply to them.
