E-03 is always a warning that the tape "take up" spindle is not turning properly which will cause the camcorders safety system to kick in and shut down the mechanism to avoid the tape doubling up. In most cases its the actual tape at fault, so a new tape should always be tried out, however if this also faults then the camcorders drive mechanism will require investigation which requires a partial case dismantling to access it.
