This is not an easy thing to arrange, and indeed its not really possible to have this, as a person who likes music will not have the same idea of whats optimal in the same way as a person who prefers good clarity of speech. Using a scale of +10 & -10 for bass and treble, a good compromise setting would be bass on +4 and treble on +5/6, however even with these settings it all depends on where the TV is sited (corner or straight wall) and the acoustic dampening properties of the room, that meaning carpet or hard floor.
