Transfer video from tape to computer

Hi, I am having a problem downloading my video from a video tape onto my computer. I've tried a USB cord and now believe that this would only work if I had recorded using the memory card instead of a tape. How do I transfer my video from a tape onto my computer? Any help would be apprecitated...thanks
