You only have one option, and if this fails it will require a service.
(1) Take the battery out.
(2) Then with the battery still out turn the master switch on.
(3) Once done, hold, "and keep holding" the eject button whist at the same time reinserting the battery.
(also try it without turning the master switch on)
This procedure may have to be attempted a few times, but the principle is that the camcorders logic has shut the mechanism down because it has received a command from a mechanism sensor that a fault has developed, and by carrying out the aforementioned procedure you can "sometimes" activate the eject before the sensors command stops it.
If however after a few attempts it still fails to eject, it could be a jammed cassette / mechanism at fault, this applying it will require a partial dismantling of the casing to gain access to remove the tape.
