DCR-PC100 Camera wont power up

I bought this camera very cheap because it would not power up. It is is great looking shape with no scratches or dings. I was told it had very little use time. I can hear the cassette motors running to eject and insert the tape but it will not power up. what do you recommend? Who should I send it to for repairs?
