Playback bad to non-existent-better using FF or RR in Play mode

I have a Sony CCD-F401. The camera works swell. When trying to play, it is so bad off track that it goes to blue screen for large segments of time. The playback actually improves (as far as being able to see an image) when I FF or RR during Playback. Almost as if the timing was off. Does this unit use belts that may be stretched? Where can I purchase them if so? There is some color banding evident during what playback I can see also which may be attributed to the same thing. Thanks very much for your time and ideas.
