Help me ..... my JVC video monitor problems

My JVC video monitor type BM-H1400PNA, if we turn on, green led is on, but display (CRT) is blank. If we touch under scan switch, we can see white line vertical in top display. I have replaced capasitor in vertical and IC vertical with new capasitor and IC, but this monitor consistent blank. We must waiting 30 minute to 1 hour for the display can be viewing the picture. Thanks for your answer.
