Well it requires somewhat more info than has been given, like for example are you trying coupling the camcorder to the PC with the USB lead of is it with a Firewire connection? also what PC are you using and what operating system is it on, XP or Vista? Another point being, if its USB coupling you are using have you got the software disc that came with the camcorder installed in the PC? Its not always by any means a trouble free task in downloading video into a PC as various incompatibility problems can stop it working.
