This kind of fault would strongly suggest that the audio output IC is faulty, the fact you state that the static sounding interference varies with programme content I feel is a bit of a misleading symptom, as the residual background noise of the various programmes will have differing levels, albeit this not so noticeable to the human ear! but this "will" be detected by current operated devices such as the audio output IC.
This of course is the simplest reason for the problem, and is the first thing that would be replaced to effect a cure, however if this proved not to be the cause of the problem it would then be a much more time consuming exercise, this being unlikely though!
