Assuming that its the standard JVC battery charger that you are referring to, in the simplest terms the problem you mention could actually be caused by the battery itself being defective, if however it proves otherwise then there is nothing you can do, as its then inclined to indicate a faulty charging regulator, this being internal within the camcorder, although in saying that the battery is still the main suspect.
