There isn't anything a non-technical person can do to solve problems like this, as it requires the PCB being looked at by a person acquaint with the circuitry and having the necessary skill to locate and replace the defective component(s), and in the case of this type of problem the defective components nearly always being found around the frame output I/C circuitry, an area notorious for defects in JVC CRT televisions.
