My TV will not turn on but for a second then turns off. Once in a while it will turn on and is fine.

I have read that changing the C926 on other JVC TVs has solved the problem of the TV not turning on. Would this be true for my model 32790? Are there any other suggestions to resolve this problem? It started after the TV had been disconnected for 2 weeks. Also we have experienced electrical problems in the area.
