Any JVC TV that shows these symptoms is indicating that the power supply has shut down into its standby mode because a fault has been detected somewhere in in the internal circuitry, usually in power hungry sections such as the line or vertical scanning circuits, that is if not the actual power unit itself! Needless to say there is nothing external than can be done to rectify the situation.
