Its really a bit of a tall order to give an accurate diagnosis to any equipment that has suffered a high energy burst of static electricity, as totally random areas of a circuit board can have components blown, however speaking in general terms a flashing timer or power light on front of any JVC TV etc indicates that the power unit has shut down for safety reasons, as a fault has been detected in the internal circuitry, usually an IC(s) being blown. Needless to say it always requires to be investigated by a trained technician.
