The part of your TV called the vertical circuit has failed, and in JVC TV's this is a very common occurrence. Its most likely caused by either a bad solder joint or the IC (chip) itself having failed, or more likely a combination of both. Do not keep tying it, as the longer you see that white line the more chance you have of putting a permanent burn on the screen which would be seen forever, this being noticed across light pictures.
