JVC AV-27320 television troubleshooting

My television recently has lost some of its operational capability. It no longer gets channels under 48 on basic cable. It will anything above though. Also during videogame/DVD play there is white bars running up the screen. They vary in size and brightness. This happened when there was a power surge during a lightning storm. Everything was fine after that. Can you tell me if there is something that I can replace, Im more than qualified to replace components or assemblies due to my line of work. I haven't cracked it open yet.
