tape head replacement for handycam DCR-TRV460E

my sister sent me a Sony Handycam DCR-TRV460E which she bought in bermuda. it was in a very good condition until 6 mos. when i start to record it would appear on the screen dirty video head so i bought a sony tape head cleaner but it wont work the video i recorded is still scratchy. Doeas it mean that the video tape head needs replacement? i would be very glad if somebody could help me find a good with a reasonable price video tape head.. thank you
