The answer is partially YES! as a special QUALIFIED "free" repair programme exists but is only obtainable by the ORIGINAL purchaser of the camcorder, proof of this being required.
Anyone seen selling a camcorder with this problem on e-bay is either unaware of the repair offer OR they have also purchased the device second hand and found out they did not qualify for a free repair, the repair charge when NOT free being well over half the new cost of the camcorder.
Anyone reading this and requiring details of the offer (if they are original purchasers) click on my link and provide a direct e-mail address for a return.
