is buying camcorder/cameras from a america which run on signal format NTSC not PAL a bad move.

bought camera last week from america thru ebay camcorder part works fine just cant take still photos. Have notice that the camera's signal format is NTSC whereas in this country we use PAL could this have any bearing on the problem.Also on video playback picture on tv screen is in black/white not colour. Any help appreciated.
