Bad tracking and loss of VCR tuner function

Two problems: Tracking doesn't respond to the tracking knob and there are poor-tracking-like lines in the middle of the picture. The tracking problem grew progressively worse over time until I had no tracking control at all. Also, when I switch to the tuner on the VCR, I get nothing but snow on the television using either the RF output or the video output of the vcr. Mechanically, the vcr appears to be OK on the inside with no loose mechanical parts.
