set has intermittant high voltage

when set is turned on for the first time,picture and sound are okay.When turned off and on again the sound is ok and no high voltage.After unplugging set,high voltage returns on plug in.I checked some capacitors and also replaced 2 1000 Mfd .No Improvement. I would appreciate any kind of help. Thanks
