can not adjust the darkness of settings with brightness or picture options.

I have a 36" I art JVC HDTV. The brightness and picture options do not allow me to brighten the darked screen. I was under the impression that a bulb may be giving out. Everything looks blue. I put the tv in the theater setting and it looked ok, but was still dark. There also seems to be an unusual look to the color due to this problem. Can you help me?
