Can't set minutes, only hours on display..

Once I press and hold "SET" for 2 + seconds, ALL I get to choose is the "H" option. Never get any of the other items. If I hit "SET" once I set the hour, it just goes back to the display. Defective or is their another key/step I'm missing? Thanks
