looking for a solution

Hello I am trying to fix my buddies tv. It is a JVC Model # NU 558X4. It has a fuzzy sort of picture with squiggly lines. It has been this way for a year so I dont think its the picture tube as I think it would have died. The lines dont appear if their is a blue screen. It works whether it is cable or a VHS player. Any ideas would be appreciated.
