I replaced the capacitor and it worked.

Thought I would give it a try. I had a broken TV and for less than 2 bucks the worse thing that could happen is I still have a broken TV. Followed the steps as noted by other people and less than 1 hour later and 8 years of dust it was working. I am not good with a soldering iron but it was easy and there is a enough space around the capacitor for sloppy soldering if it happens.
