blocked channels

I have a 36 in jvc tv and the channels are blocked. I checked the v-chip it is off, or it will go to the setup screen and you can turn it off but the channels are still the same. If you go to channel guide it says they are locked. So is it the v-chip or what the hell is it. Thank you
