Need your help to solve the burned units.

My sony TV power supply board(Model 1-659-752-12) got R622 and Q601 burned when I only applied power to this board. I measured the diodes and capacitors around the fusible resistance, all units looked fine, only the unit I can't tell is VDR601, its resistance is 23 ohms at any direction. Anyone can help me to find the units which cause the shortcut?
