Power off problems

When turning off the TV from either the power button or remote, the sound turns off, the red power led turns off, but the tube stays on with the picture on the screen. When you hit the power button again, the sound comes on, the LED comes on, and the picture stays on. TV works okay in this state. This problem was intermittent about 3 months ago, and I solved the problem by unplugging the TV and plugging it back in. However, that no longer resolves the problem and we have to unplug it get it turned off. Any ideas, or is this a repair depot problem?
