loss of volume control

I have a 2003 36" Toshiba that was the floor model [too impatient to wait] and the volume is out of control, going all the way to zero then back up to 100 on it's own. All other TV functions are blocked when this happens, except the ability the change channels. My friend said the tube is going out and needs to be replaced. Is this correct and about now much do you think it will be?
