Philips 29" TV. 29PT5683 69. Got sound but no picture.

The screen displays a blue picture with thin slanting lines for a few seconds before going blank for good. Upon offing the screen flashes with a bright white picture. Filament also lights up. I've checked the 200v and most voltages on the CRT board. Which sceem to be good. Any idea what else could be wrong?
