Panasonic TV CT-32G31U Keeps blowing fuses

Fuse blows at start up. Something is pulling too much current. Any ideas?

I don't have much in the way of test equipment but wouldnt mind throwing $20-$30 in parts at it.

Probably IC801 Power Regulator is shorted. If so also check horizontal output transistor Q551. Eric
