Want to make documentary on the cheap

I would like to make a documentary without spending too much. What is the best HD camcorder with which to shoot? The docu will be for the most part talking heads, nothing too fancy. Is there a camcorder that lends itself to shooting video and then transferring to film (if this is indeed how it's done). Thanks.
