Camcorder is dead.

Mains adaptor connected. Power/Charge led not on. Supply is 11v. Unable to charge batt or use when with adaptor. I suspect internal Batt is dead? would this cause my problem? Can I change the internal batt what is the part no.? Thank you Alan
