Tv is on, there is no picture or sound.

There was static cling between a ballon and my JVC AV-27530 tv. The screen turned black and there was no sound. The TV was on and a fuse was not triggered. After a while, the screen turned blue. You can not do anything on it so I unpluged it to turn it off. Any ideas that will not cost me any money?
