Non Playing of DVD

I own a JVC DVD 3300 model i dont remember properly, it is not playing the vcd mp3 disc properly. If a vcd disc is inserted after playing the first track for 20 seconds it skips to the second again it plays for 20 seconds and skips to the next track and so on. It is a brnad new dvd i purchased from Dubai duty free, the international warranty card was not inside the packing and i am not able to play or watch anything on this dvd. I went to the local jvc service centre of onida for replacing the dvd lens they are asking me to pay almost the cost of the dvd player in indian rupees 3500. any help to sort the problem will be highly appreciated
